Civic Action Programme is one of the many programmes envisaged by the Govt. of India to act as a bridge between the Security forces and the local people. The immediate necessary requirements of the populace are met through various programmes which are area specific and need based. Winning the hearts & minds is the basic essence of works undertaken during Civic Action.
The works under CAP are not necessarily an augmentation of the developmental works carried out in the area. Its main thrust must be on factors which affect the upliftment of youth the below poverty line & unemployed families as well as community as a whole.
Broad guidelines have been issued by MHA, which are as follows:
Establishment of training centers for providing coaching guidance for improving academic performance, self-employment poultry, diary farming, bee-keeping, sheep rear irrigation facilities, availability of seeds, fruit orchard / embroider, Candle & Agarbatti making etc.
Establishment of youth clubs aiming to undertake following work:-
a) Coaching / guidance for improving academic performance.
b) Coaching / counseling for employment including self-employment.
c) Creating awareness amongst the youth about improving standard of general knowledge & making them aware about the rest of the country by providing access to books / newspapers & visits to other parts of the country.
d) Development of spirit of competition by organizing debates, painting competition, cultural activities etc.
Activities related to promotion of communal harmony, national integration & against terrorism.
Establishment of libraries for local youth.
Organizing medical / maternity camps and mobile dispensaries.
Organizing events like sports, debates/paintings/other cultural activities etc.
Distribution of study materials such as books, note books slates, pen/pencil etc. and uniforms to the needy and poor school going children whose parents cannot effort the same.
Providing hand pumps/other low cost water supply facilities where the same is inadequate.
Community welfare related construction like providing toilet facilities / lavatories for the use of villagers as well as in selective schools / passenger sheds.
Minor works relating to electrification / solar lighting etc.
Improvement in roads, construction of culverts, foot bridges cause way over nalas to connect remote villages.
Establishment of recreation club with TV/dish antenna in order to provide general information to the people.
Renovation of selective school buildings, construction additional class rooms, playground etc.
Construction of anti-flood bandhs, bio-gas plants.
Human resource development including vocational training, educational excursions.
Construction repair of community buildings.
Distribution of Sports items, PA system, Sewing Machine, Color TV, Computer, DTH, Library books, School kits / furniture / Musical instruments.
Public Library was established at Kishtwar under CAP 2010-11 by J&K Police in order to create awareness amongst youth about improving standards of General Knowledge and making them aware about the rest of the country by providing excess to books & newspapers.
Jammu & Kashmir Police Provided of 100 Chairs and curtains to the conference Hall / Recreation Halls of Govt. Boys and Govt. Girls Higher Secondary Schools Kishtwar under Civic Action Programme.
Jammu & Kashmir distributed Sports items under Civic Action Programme to promote Sports Culture in Jammu & Kashmir
Establishment of Youth Club at Srinagar under Civic Action Programme 2010-11 to provide opportunity to youth to interact & gain useful & educational knowledge
